The file store, and who can add or remove
Every Group has a place to keep the files it works from: bylaws, minutes, agreements, receipts, anything the Group needs to find again.
Who can do what

Hiding a button is not the same as refusing an action, so the rule is enforced when the request arrives, not only in what the screen offers you. See Who Can Do What in Your Group for how that permission is granted.
What this is not
The file store keeps files. It does not track which version of a document is currently in force, and no rule in EnDAO reads one: your approval thresholds, permissions, and treasury limits come from the Group's settings, not from an uploaded document.
So a Group can keep its bylaws here, and should, but changing the bylaws file does not change how the Group votes. That happens through a Decision. See Ways Your Group Can Vote.
